Public Quarterly Reporting Requirements

The Coronavirus Aid, Relief, and Economic Security Act or, CARES Act, was passed by Congress on March 27th, 2020. This bill allotted $2.2 trillion to provide fast and direct economic aid to the American people negatively impacted by the COVID-19 pandemic. Of that money, approximately $14 billion was given to the Office of Postsecondary Education as the Higher Education Emergency Relief Fund, or HEERF.
The Higher Education Emergency Relief Fund II (HEERF II) is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260, signed into law on Dec. 27, 2020. In total, the CRRSAA authorizes $81.88 billion in support for education, in addition to the $30.75 billion expeditiously provided last spring through the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136.
On April 9, 2020, the Department of Education (“Department”) published documents related to the Emergency Financial Aid Grants, a form Certification and Agreement for institutions to sign and return to access the funds, and a list of institutional allocations under Section 18004(a)(1)of the CARES Act. The Certification and Agreement directs each institution applying for HEERF funds to comply with Section 18004(e) of the CARES Act and submit an initial report to the Secretary thirty (30) days from the date of the institution's Certification and Agreement to the Department.
Each HEERF participating institution must post the information listed below on the institution's primary website, as an initial report under Section 18004(e) of the CARES Act. This report is associated with approved information collection under OMB control number 1801-0005.
- (1) On April 14, 2020, Navarro College signed and returned to the Department of Education the Certification
and Agreement that the institution intends to use, no less than 50 percent of the
funds received under Section 18004(a)(1) of the Coronavirus Aid, Relief, and Economic
Security (CARES) Act to provide Emergency Financial Aid Grants to students.
- (2) On April 22, 2020, Navarro College received $2,050,823 from the Department of Education under the institution's Certificate and Agreement
of the CARES Act to provide Emergency Financial Aid Grants to students.
- On February 19, 2021, Navarro College received an additional $2,050,823 under the
Higher Education Emergency Relief Fund II (HEERF II) authorized by the Coronavirus
Rsponse and Relief Supplemental Appropriations Act, 2021 (CRRSAA).
- This is a cumulative amount of $4,101,646 received under Section 18004(a)(1) under HEERF I and II to provide Emergency Financial
Aid Grants to Students.
- (3) As of March 31, 2021, Navarro College distributed $2,035,774 in Emergency Financial
Aid Grant to students under Section 18004(a) of the CARES Act.
- (4) A total of 1,059 students at Navarro College are eligible to participate in programs under Section
484 in Title IV of the Higher Education Act of 1965 and eligible to receive Emergency
Financial Aid Grants under Section 18004(a)(1) of the CARES Act. This is the number of students whom the institution has received an Institutional
Student Information Record (ISIR), plus the number of students who completed a Navarro
College CARES Act Emergency Aid online application.
- (5) Navarro College distributed 1,059 emergency financial aid grants under Section
18004(a)(1) of the CARES Act to 942 students.
- (6) To determine which students received Emergency Financial Aid Grants, Navarro College
established the following criteria:
PRIORITY 1:
- Pell recipient enrolled in 12 semester credit hours or more
- Satisfactorily attending spring 2021 in an approved degree or credential
- US citizen or eligible non-citizen
- Have a high school credential
- Be in good Satisfactory Academic Progress (SAP) standing
- Financial need that arise due to coronavirus and impacted the student's costs of attendance or emergency costs such as tuition, food, housing, health care (including mental health care), or child care.
- Complete the CRRSA Grant Aid application online.
- Awards are based on the number of eligible applicants and funding available.
PRIORITY 2:
- Enrolled in Spring 2021
- US Citizen or eligible non-citizen
- Financial need that arise due to coronavirus and impacted the student's costs of attendance or emergency costs such as tuition, food, housing, health care (including mental health care), or child care.
- Complete the CRRSA Grant Aid application online.
- Awards are based on the number of eligible applicants and funding available.
How do I apply for HEERF funds?
There are two ways to find out if you qualify for HEERF funds.
- Check your Navarro email. If you are a Priority 1 student, you should have received an email with a link to
the application, CRRSA Grant Aid application.
- Contact Bulldog Life. Students who did not receive an email, but have a financial need due to coronavirus may be eligible for HEERF funds as Priority 2 students. Visit Bulldog Life to find out about resources available to you, including HEERF emergency aid.
